Harold J. Hicks joined the firm in 1989. While involved in general civil litigation at both the trial and appellate levels, he has specialized in ad valorem real estate taxation, handling innumerous real estate tax appeals for office buildings, hotels, shopping centers, industrial properties, apartment buildings and condominiums. He has practiced at every level of the real estate tax process (Assessor, Board of Review, Illinois State Property Tax Appeal Board and Circuit and Appellate Courts) in Cook and the “collar counties” of Illinois. Mr. Hicks also has significant experience in obtaining tax deeds and tax injunctions through the judicial process and in tax parcel division and consolidation, reclassification and tax incentive matters. Mr. Hicks also serves as an Adjunct Professor of Law at The John Marshall Law School teaching state and local taxation.
